The purpose of this position is to manage and control project cost planning, Change of Scope (COS), tendering, BOQ preparation, and budget monitoring activities for toll operation, repair, maintenance, and construction projects. The role is responsible for ensuring accurate quantity estimation, cost optimization, contract compliance, and effective project monitoring to support timely execution and financial control of projects.

The position aims to coordinate with project teams, cost control, procurement, and management for preparation and evaluation of COS proposals, tender documents, RFPs, BOQs, and variation orders while ensuring compliance with contractual provisions, approved drawings, specifications, and company procedures.

The objective of this role is to enhance project efficiency through effective budget monitoring, value engineering, cost control, risk assessment, and timely decision-making to achieve successful project delivery within approved cost and schedule targets.

Job Description

Preparation and Checking of Change of Scope (COS)

  • Preparation of Change of Scope (COS) proposals including detailed quantity calculations and rate analysis for submission to NHAI/Authority.
  • Ensure compliance of COS proposals with contract provisions, approved drawings, specifications, and project requirements.
  • Preparation of internal Change of Scope/Variation Orders as per work order terms and conditions.
  • Review and verification of quantity variations, supporting documents, and cost implications before submission for approvals.

Tendering, BOQ, and RFP Preparation

  • Preparation of tender BOQ and cost estimates for repair, maintenance, toll operation, and construction projects.
  • Preparation, review, and finalization of Request for Proposal (RFP) documents, technical specifications, scope of work, and commercial terms.
  • Coordinate with internal departments and project teams for preparation of tender documents and bid evaluation criteria.
  • Review contractor quotations, techno-commercial bids, and comparative statements for recommendation and finalization.
  • Assist in tendering process, bid analysis, technical evaluation, and vendor finalization.
  • Ensure BOQ quantities, specifications, and tender conditions are aligned with approved drawings, site requirements, and contract provisions.
  • Preparation and cross-checking of BOQ quantities for newly awarded and upcoming projects.

Project Monitoring

  • Monitor project progress with respect to budgeted cost, demand forecasts, timelines, and execution schedules to ensure timely completion.
  • Evaluate Site Instructions against approved contract scope and planned cost to identify scope deviations and additional work requirements.
  • Finalize planned cost estimates for Site Instructions through coordination with Cost Control and obtain necessary company approvals.
  • Collaborate with project teams to resolve scheduling conflicts and execution challenges.
  • Monitor contractor payment flow against budget quantities and actual work progress.
  • Analyze feasibility reports and identify project bottlenecks for timely completion and effective project delivery.
  • Coordinate with project teams for tracking progress, resource planning, and project cost status.

Budget Monitoring and Cost Control

  • Optimize project costs through value engineering while ensuring alignment with approved budgets.
  • Monitor expenditures and ensure compliance with approved financial plans and budget provisions.
  • Review and assess complex and high-risk work scopes for potential value engineering opportunities and cost optimization measures.
  • Maintain project cost data, resource rates, and budget tracking records for effective cost control and reporting.

Skills

Candidate Profile

B.E. / B. Tech in Civil Engineering with a minimum of 8 years of experience in QS within the construction industry.
