Purpose and Objective of this position

This position shall be responsible for the overall planning, execution, monitoring of maintenance of the allocated road and highway assets managed by the company.

Major Responsibilities and Function of this position

The role involves ensuring asset longevity, operational efficiency and timely execution of preventive and corrective maintenance activities across all projects stretches.

Job Profile

This position shall lead multidisciplinary teams, manage budgets and contractors, implement maintenance strategies and ensure adherence to contractual obligations and statutory requirements with respect to the concession agreements. The following will be broadly the roles and responsibilities of this position:

Operations & Maintenance

  • Oversee routine and periodic maintenance activities of the assets.
  • Ensure timely mobilization of manpower, equipment and materials for maintenance works in close coordination with Procurement function.
  • Develop and implement comprehensive maintenance strategies for road assets, including highways, bridges, culverts, drains, signage, lighting systems, and allied infrastructure.
  • Establish preventive, predictive and corrective maintenance programs to maximize asset life and operational efficiency.
  • Prepare annual and long-term maintenance plans aligned with contractual obligations.
  • Drive continuous improvement initiatives for maintenance quality, safety and cost optimization.

Asset Management and Technical Oversight

  • Implement asset inspection systems and condition assessment mechanisms.
  • Analyse pavement and structural performance data to identify maintenance priorities.
  • Recommend rehabilitation and strengthening measures for deteriorated assets.
  • Introduce modern technologies and best practices in road asset maintenance and monitoring.

Contractor and Vendor Management

  • Manage maintenance contractors, subcontractors, consultants and suppliers.
  • Review work orders, contracts, BOQs and technical specifications.
  • Ensure contractor performance as per scope, timelines, quality and safety standards.
  • Participate in tendering, vendor evaluation and negotiation processes.

Budgeting and Cost Control

  • Prepare and manage maintenance budgets and resource allocation plans.
  • Optimize maintenance expenditure while ensuring service quality and contractual compliance.
  • Monitor cost performance and implement cost-saving initiatives without compromising safety or quality.

Regulatory and Compliance

  • Ensure compliance with concession agreements, O&M requirements, statutory regulations and authority obligations.
  • Coordinate with government authorities, independent engineers, consultants, etc.
  • Facilitate inspections, audits and reporting requirements related to road maintenance.

Candidate Profile

  • Bachelor’s degree in civil engineering with 12-18 years of experience in Construction and/or Maintenance of highways/roads.
  • Preference will be given to candidates having working experience in InvIT/TOT environment.
  • Candidates having M. Tech. qualification in Civil Engineering, Infrastructure Management, Project Management, Transportation Engineering or equivalent will be given preference.
